SurveyUSA and the Average Political Survey

I check out www.realclearpolitics.com on a daily basis (sometimes more!). What I noticed is that one of the polling agencies is consistently out of the polling range, by a significant amount in each state. Take Pennsylvania for example, the latest polls show Clinton's lead somewhere between 3 and 9 points, while SurveyUSA holds at 14. More interesting is Indiana where the latest polls are giving Obama a slight edge yet, thanks to SurveyUSA, Clinton is currently enjoying a:

16 point lead, putting her ahead of Obama by 2.2?
